Item 2 - Resolution to Borrow from the Pooled Commercial Paper Loan Program/Acquisition of E-911 Communications Equipment and Fire Rescue Equipment. The Board of County Commissioners (the “BCC”) has determined to undertake a capital project for the acquisition of E-911 communications equipment and fire rescue equipment with the funding source being the Florida Local Government Finance Commission’s pooled commercial paper loan program. To accomplish this borrowing, the BCC needs to adopt the attached resolution. The resolution (i)
pledges certain non-ad valorem funds to the repayment of funds actually borrowed,(iii) authorizes the actual borrowing of $1,842,000 for the project, (iii) authorizes the execution and delivery of the Loan Note and other related documents and (iv) amends the fiscal year 2016 General Fund budgets to receive unanticipated commercial paper loan program loan proceeds and authorize an expenditure for the purchase of
E-911 communications equipment and fire rescue equipment. Jean M. Mangu, the County’s general finance counsel, is serving as counsel for the County on this borrowing.

This is a request to rezone 6.7 acres of property on the east side of US Highway 1 North, located north of the Northeast Florida Regional Airport, from Commercial Intensive (CI) to Residential, Single Family (RS-3). The purpose of the request is to allow the future development of a sixteen (16) single family lot subdivision. The project will have access from the
existing roundabout located at the intersection of Capo Island Road and Astoria Drive. The Planning and Zoning Agency heard this item at the October 15, 2015 regular PZA hearing. The PZA voted unanimously with a vote of 6-0 to recommend approval of the rezoning. Please see Staff Report for additional details.

The Rancho del Mar PUD (Ordinance 2009-20) was
designed as a commercial development with a maximum of 80,000 square feet of retail shopping center, commercial business and professional office space with additional intensive commercial allowable uses. The property remained undeveloped as a result of the recession and went into foreclosure. The purpose of the rezoning request to Commercial General (CG) is to provide for a more adaptable option for
future development of the site. The Planning and Zoning Agency heard this item at
the October 15, 2015 regular PZA hearing. The PZA voted unanimously with a vote of
6-0 to recommend approval of the rezoning.
