Item 2 (Part 1 of 2) - Discussion on various potential Land Development Code Amendments. This item is a discussion item on several items possible changes to the Land Development Code. Staff will be seeking general direction from the Board on the following topics: 1) the potential to allow electronic billboards along Interstate 95 within St. Johns County. 2) Creating a process for the proper management of Feral Cat Colonies within St. Johns County. 3) The regulation of vacation rentals in residential areas within St. Johns County.

Commissioners will hold a special public meeting on Tuesday, November 17, 2015, beginning at 1:30 p.m., in the County Administration complex located at 500 San Sebastian View, St. Augustine, Florida. The meeting will be held in the County Auditorium. The purpose of the special public meeting will be to announce and to hold a private attorney-client meeting. The special private attorney-client meeting will be held in accordance with Section 286.011(8), Florida Statutes, and will be confined to settlement negotiations and litigation expense
strategy pertaining to the lawsuits between KG Development, LLC/Cumberland Street, LLC v St. Johns County, Case No. CA15-1181 and CA15-1184. The special private attorney-client meeting will be held in the BCC Executive Conference Room adjacent to the Auditorium.

B. County Attorney requests a Private Attorney/Client Meeting to commence at 1:30 p.m.
C. Chair announces the Closed Client/Attorney Meeting in the Board’s Executive Conference Room and specific names of persons attending the meeting.
D. At conclusion of meeting the Chair will reconvene the Special Meeting and announce termination of the Closed Attorney/Client Settlement Meeting.

The applicant requests the vacation of an unopened, unimproved portion of Palm Street within the North Beach Subdivision, lying between Blocks 15 and 16, between Fourth Street and Fifth Street. Based on staff's review, traffic patterns will not be negatively impacted, and no party will be unreasonably affected by the requested vacation. Staff anticipates we will have no objections to the request.

Item 8 - Letter of support for Senate Bill 356 and the naming of Carl's Law. During the October 2015 St. Johns County Legislative Delegation meeting, Senator Travis Hutson spoke regarding Senate Bill 356, proposed legislation that would rename a portion of the Florida Statutes as Carl's Law. The issue is of particular significance to the St. Johns County community as Carl Starke was a resident of St. Johns County when he lost his life to a senseless attack of violence in August. Having been diagnosed with autism, Carl was a member of our community that deserved enhanced protection. The proposed legislation to rename a portion of Florida's laws after Carl will serve to honor his memory and protect those with disabilities. The letter will serve as confirmation of unanimous support by the St. Johns County Board of County Commissioners for Senate Bill 356 and the spirit in which it is being proposed in order to ensure Carl's memory will be forever served through Florida Law.
