Item 1 - Presentation of the St. Johns County Comprehensive Annual Financial Report.
The County’s Comprehensive Annual Financial Report (“CAFR”) requires approval
from the Board of County Commissioners. The Report is prepared by the County
Finance Department. As a final step, the Board should accept the FY 2014 CAFR as
audited by Carr, Riggs & Ingram, LLC, who is the County’s auditing firm. The
CAFR is available on the Clerk’s website, which can be accessed from the County’s
webpage, at the following link: http://www.sjccoc.us/Finance/CAFR.html. The
additional SAS 114 Letter, which is required as part of the audit report, is attached.
The Board will now have the opportunity for any further discussion with the
auditors. The County has once again received an unqualified opinion on the fair
presentation of its financial statements.

Item 2 - Public Hearing * PUD 2014-06 King's Grant PUD. This item was continued from
the June 16, 2015 meeting. This is a request to rezone approximately 772.1 acres of
land from Open Rural (OR) to Planned Unit Development (PUD) to allow a mixed use
project, consisting of 999 dwelling units of which 74 will be age-restricted; 130,000
square feet of commercial retail and service; 200 hotel rooms; 80,000 square feet of
professional and medical office; 120 bed rehabilitation hospital; and 260 bed assisted
living/skilled nursing/memory are facility. The Planning and Zoning Agency
recommended denial of this PUD application at its June 4, 2015 regular meeting with
a 4-3 vote. The Agency cited urban sprawl, lack of public facilities, timing and the
need for development standards in the southeast part of the County.

Environmental Protection adopted the Basin Management Action Plan (BMAP) for the
Lower St. Johns River for the implementation of Total Maximum Daily Loads (TMDL)
for Nutrients. As a part of this plan, the County was required to reduce
approximately 20,500 pounds of nutrients being discharged to the Lower St. Johns
River Basin. Presentation will provide a brief summary of the regulatory framework
establishing the BMAP, County strategy, program implementation and future County
requirements related to this program.

Item 4 - Briefing on the final rule for the Definition of Waters of the United States.. On
April 21, 2014, the Environmental Protection Agency (EPA) and the U.S. Army Corps
of Engineers (Corps) jointly released a proposed rule amendment to the definition of
“Waters of the United States” under the Clean Water Act (CWA). This is a briefing on
the final rule.

Item 6 - Resolution approving an exchange of real property and authorizing the Chair to
execute the County Deed. A property owner on Four Mile Road notified St. Johns
County that a portion of their mobile home and the entire drain field are located on a
CRA owned lot. This encroachment was discovered during due diligence for
construction of new home. To resolve this encroachment the property owner has
requested a property exchange. The property owner proposes to convey their vacant
lot on the other side of the mobile home to resolve this issue. In exchange, the
property owner requests that the CRA convey the lot with the encroachment issue.
Both lots are the same size and value based on the Property Appraiser assessed
values of the property proposed to be exchanged. The CRA has determined that it is
in the best interest of the CRA to correct the property encroachment with the parcel
exchange as identified. The proposed exchange of real property was advertised July
17, 2015 in accordance with Section 163.380, Florida Statutes.

two vacancies on the Housing Finance Authority. One due to an expired term and
one due to a resignation. In accordance with Florida Statute 159.605, "Not less than
a majority of the members shall be knowledgeable in one of the following fields: labor,
finance, or commerce. The terms of the members shall be four (4) years each..."
Please find attached for your review and consideration one letter requesting
reappointment (Robert Marshall - District 5) and two new applications (Andrew
Evener - District 4 and Curtis Craig Higgins - District 4).
