3. Motion to adopt a Resolution approving the 2013 St. Johns County Title VI Plan of the Civil
Rights Act for the Federal Transportation Administration (FTA) Grant. The Title VI plan
addresses the operational plan of how St. Johns County will ensure that no person is excluded
from the benefits of the transit services due to race, color and national orgin. Federal Law
requires that this plan is updated every three years. For information, contact Gary L. Mackey,

4. Motion to adopt a Resolution approving the County Administrator or his designee, to submit and
execute a Federal Transit Administration (FTA) Section 5307 Grant to receive $250,000 in
State Transportation Program (STP) funding and to recognize these funds in the FY 2013
transit budget. The funding allotment is designated for the purchase of public transportation
vehicles for St. Johns County’s transportation provider (St. Johns County Council on Aging).

5. Motion to schedule the Twin Creeks DRI Substantial Deviation Application (DRI 2012-01)
for Public Hearing at the County Commission Meeting to be held on October 15, 2013. For
information, contact Teresa Bishop, AICP, Long Range Planning Manager, at 209-0581.
6. Motion to adopt a Resolution approving the terms, provisions, conditions, and requirements of
an Interlocal Agreement between St. Johns County, Florida, and the City of St. Augustine,
Florida for the provision of sewer services and authorizing the County Administrator to
execute the agreement on behalf of St. Johns County. For information, contact Frank Kenton,
Utility Administrative Manager, at 209-2705.
7. Motion to approve the transfer of $120,406 from the 2006 Sales Tax Bond Capital Improvement Fund to the 2006 Sales Tax Debt Service Fund to provide savings in half-cent sales tax for interest previously paid. After completion of the capital projects there is a remaining balance in our 2006 sales tax bonds. OMB recommends the transfer of the bond balance of $120,406 from the 06 Sales Tax Capital Improvement Fund to the 06 Sales Tax Debt Service Fund to offset interest paid. 8. Motion to adopt a Resolution to recognize unanticipated revenue for General Fund Library Donations (0001-36608) in the amount of $18,970 and appropriating to Library Services Donation Expenditure (0078-55208) for FY 2013. 9. Motion to declare four of St Johns County Fire Department’s walkie talkies as surplus and authorize the County Administrator, or his designee, to donate same to St. Augustine Beach (SAB) Civic Association. For information, contact Doug Timms, OMB Director, at 209-0566.

Motion to approve the transfer of $50,000 from TDC Contingency Reserves to Improvements other than Buildings within the TDC Category III – Recreation to cover the cost of constructing an artificial reef. This artificial reef is part of a partnership between St. Johns County, City of Jacksonville, the St. Augustine Port, Waterway and Beach District and Flagler County to promote Florida First Coast as a fishing destination. Item 4 - Presenter – Damon Douglas, Special Projects Coordinator, Land Management
Public Hearing – Ordinance creating a Treasure Beach Canal MSBU and levying assessments. St. Johns County Ordinance 91-47 created the Treasure Beach Canals Municipal Service Benefit Unit (MSBU) to dredge the canals. The assessments have expired and the canals are again filling in. Representatives of the property owners have presented County staff with an engineer’s plan and estimate, and petitions from a majority of property owners asking for an MSBU to finance a dredging project that would be repaid, with interest, with non-ad valorem assessments. Resolution 2013-46 provided notice, required by Florida Statute 197.3632, of intent to use the Uniform Method of Collection to have the Tax Collector collect non-ad valorem MSBU assessments for the Treasure Beach Canals. County staff presented information regarding the canal dredging and MSBU financing to the community at two public meetings and County originated petitions mailed to the property owners indicate majority support for new assessments. Notice has been published and mailed to each property owner informing them of the public hearing. If enacted, the Purchasing Department will coordinate with Construction Services to select an engineering firm to provide design and bid documents and then select a contractor by standard purchasing procedures.

This is a proposed Comprehensive Plan Amendment request to amend the Future Land Use Map from Residential B to Residential C for approximately 17.57 acres located on SR 16 about a quarter mile east of the major intersection of Pacetti Road and International Golf Parkway with a proposed Text amendment that limits the total number of units to 52. This is a transmittal hearing, if transmitted, state and regional agencies have 30 days to comment and the County will schedule an adoption hearing. The Planning and Zoning Agency recommended transmittal of the COMPAMD 2013-01 by a unanimous vote of 5-0 at their June 27, 2013 meeting.

This is a request to rezone 1.45 acres of property on the north side of State Road 16, and west of Collins Avenue from Commercial General (CG) and Residential Single Family (RS-3) to Planned Unit Development (PUD) in order develop up to 8,320 square feet of General Business and Commercial Uses. Based on the information available to staff, the Planning & Zoning Section finds the request for a rezoning substantially meets the requirements of the Comprehensive Plan and the Land Development Code. This finding is based upon the following information: the application materials as submitted by the applicant, consistency with the Land Use Designation of Residential-C, consistency with the Land Development Code (upon approval of the waivers), and other relevant information. This finding may be subject to other competent substantial evidence received, including that material received at the quasi-judicial public hearing. The PZA recommended approval, including the waivers, of the request at the June 27, 2013 meeting by a vote of 5 to 0.
