Please be advised that the regularly scheduled public meeting of the St. Johns County Planning and Zoning Agency will be held on Thursday, December 15, 2016 1:30 PM in the County Auditorium at the St. Johns County Administrative Complex located at 500 San Sebastian View, St. Augustine, Florida. Click for Map. Applicants are hereby advised that failure to appear may result in the delay or denial of their application.
This Agenda may contain both regular business items and specially advertised Public Hearing items. Business items are those require approval or recommendation for approval or denial by the Planning and Zoning Agency but may not require in a newspaper, notification of adjacent property owners, or posting a sign on the property. Public Hearings are items that require advertising in a newspaper, notification of adjacent property owners, and posting of a sign on the subject property. This agenda is subject to change at the discretion of the Planning and Zoning Agency and further subject to proper notice requirements as may be required for individual agenda items.

1. REZ 2016-11 State Road 16 at Varella Avenue. Request to rezone approximately 1.56 acres from Residential, Single-Family (RS-3) to Commercial, Neighborhood (CN), specifically located on the northeast quadrant of the intersection of State Road 16 and Varella Avenue.

2. SUPMAJ 2016-18 Elkhouse Eatery. Request for Special Use Permit to allow on-site sales and consumption of beer/wine under the regulation of a State of Florida Type 2/COP license in conjunction with a proposed restaurant.

3. SUPMAJ 2016-16 Les Petits Pleasures. request for a Special Use Permit to allow a 2COP license for the sale and consumption of both beer and wine in Commercial, General (CG) zoning specifically located at 125 A1A Beach Boulevard.

4. SUPMAJ 2016-15 Sonny's Bar B-Que. Request for a Special Use Permit to allow for the upgrade of the existing 1COP license to a 2COP license to allow for the sale and consumption of both beer and wine in Commercial, General (CG) zoning.

5. SUPMIN 2016-06 Reece Residence. SUPMIN 2016-06, request for a Special Use Permit to allow a replacement Mobile Home as a residence in the Residential, Single-Family (RS-3) Zoning District, specifically located at 430 Francis Street.

6. SUPMAJ 2016-17 The Commander's Shellfish Camp. A request for a Special Use Permit to allow for the onsite sales and consumption of beer and wine under the regulation of the State of Florida Type 2COP license in the Commercial, Highway and Tourist zoning district, in conjunction with a restaurant, specifically located at 7579 A1A South.

7. SUPMIN 2016-07 Carney Mobile Home. Request for a Special Use Permit to allow a replacement mobile home as a residence in the Residential, Single Family (RS-3) Zoning District, specifically located at 2837 N 6th Street.

8. Review and Recommend Planning and Zoning Agency Applications. Mr. Mike Koppenhafer's 4 year term expired June 19, 2016. Appointed members continue to serve de facto until dismissed or a replacement is appointed by the Board of County Commissioners. The position was advertised in November and closed, with fifteen applications. Mr. Koppenhafer resides in District 4 and has requested to be reappointed and his letter is included with the applications. In addition, timely applications have been received from the following persons: Albert J. Abbatiello (District 1); Darlene M Allia (District 4); Barbara Alterman (District 4); Bryce A. Clark (District 4); Jeffrey Crammond (District 4); Andrew T. DeCandis (District 1); Brandon Downie (District 3); Jayne G. Evans (District 4); Williams S. Garrett (District 4); Carol B Grogh (District 4); Robert E. Olson (District 4); Gordon Schleissing (District 3); Francis X. Stanton, Jr. (District 4). The PZA is not appointed by district, however every reasonable attempt will be made to have all County Commission districts equally represented. The Agency is asked to review the applications and recommend to the Board of County Commissioners an appointment to the Agency.

If a person decides to appeal any decision made by the Planning and Zoning Agency with respect to any matter considered at the meeting or hearing, he or she will need a record of the proceedings, and for such purpose he/she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is based.

If the use of visual aids as part of any presentation to the Planning and Zoning Agency or the Board of County Commissioners is needed, such arrangements must be made at least twenty- four (24) hours in advance of the meeting by contacting the St. Johns County Government Channel at (904) 209-0555 or the Planning and Zoning Section at (904) 209-0675. The St. Johns County Planning and Zoning Agency meetings are held the first and third Thursdays of each month commencing at 1:30 PM in the County Auditorium located at 500 San Sebastian View, St. Augustine, FL. Applications are scheduled for the next available Planning and Zoning Meeting upon a determination of completeness. The following tentative agendas are provided to enhance notification and provide advance notice for interested parties. Note: Items are subject to change. The Agency reserves the right to cancel the meeting schedule as needed.
