property contains 140.00 acres of land and is located off State Road 13 North. The applicant proposes 150 single-family residential units. This is the transmittal hearing to allow for state and regional agency review. The Planning and Zoning Agency recommended approval at its June 4, 2015 regular meeting with a 5-2 vote.

Item 12 - Briefing on the Florida Fish and Wildlife Conservation Commission's Draft of
the Imperiled Species Management Plan. The Florida Fish and Wildlife
Conservation Commission (FWC) released a Draft Imperiled Species Management
Plan for the conservation of 57 animal species. These are current state listed species
on the Florida’s Endangered and Threatened Species list. The Plan does not add any
new species. Upon completion, 15 species will be removed from the Endanger and
Threatened Species list, 5 species labeled Species of Special Concern will be
evaluated for removal and the category of Species of Special Concern will be
eliminated, thereby potentially leaving 37 species on the list. The final Plan will
describe the overall approach for integrated management, will include individual and
multi-species strategies and actions, and will describe the coordination and
partnership that is needed for achieving successful conservation for these species.

ordinance, which updates certain outdated provisions of the County's current towing
ordinance, bringing it in line with the requirements of the Florida Administrative

Item 19 - Low-THC Cannabis - Direction for ordinance imposing a ninety(90) day
moratorium on Low-THC dispensing facilities and research and draft
regulations on the zoning and siting of Low-THC dispensing facilities. During the May 5, 2015 Board of County Commissioners meeting, this Office requested and was granted authorization to explore the issue of medical and low-THC marijuana and to bring back, if appropriate recommended measures should those activities be
permitted by State law. The Rule challenge to the application of the low-THC (a/k/a
Charlotte's Webb) strain of marijuana was dismissed. This item is to direct the Office
of the County Attorney to either i) bring to the Board an ordinance which would
institute a ninety (90) moratorium on Dispensing Facilities in order to bring back
specific recommended regulations on zoning and siting of Dispensing Facilities; ii)
not institute a moratorium and rely on the application procedures and restrictions of
the state statute and administrative rules; or iii) continue to research the issue, determine which nursery receives the Low-THC nursery for the entirety of Northeast Florida, and bring back recommended findings at a later time.

Board is comprised of 9 members, each serving a four-year term. New members must be residents of St. Johns County for at least two years prior to appointment. The Board includes representation from each of the following licensed professions; General, Building, or Residential Contractor, Roofing Contractor, Swimming Pool Contractor, Electrical Contractor, Plumbing Contractor, Mechanical or Air Conditioning Contractor, Class II Contractor and two citizens with no contractor
industry involvement. Please find attached for your review and consideration one letter requesting (re)appointment of (Dale Alan Jackson- District 3 - Plumber) and (Greg Russell- District 5 - Class II Contractor).
